People notice the absence quickly. The Chinese zodiac has a rat, an ox, a tiger, a rabbit, a dragon, a snake, a horse, a goat, a monkey, a rooster, a dog, and a pig. No cat. For a system built around animals that live alongside people, that reads as an oversight.
There are two answers. One is a story people tell. The other is a reason historians give. They do not fully agree, and both are worth knowing.
The story: the rat and the cat
The popular version says the Jade Emperor held a race to decide the order of the animals. The cat and the rat were friends and agreed to travel together. On the morning of the race the rat did not wake the cat, or, in some tellings, pushed the cat into a river, and went on alone. The cat arrived too late and was left out. That is why, the story goes, cats chase rats, and why the cat holds a grudge.
It is a good story, and it explains the ordering well. It is not, however, why the cat is absent.
The real reason: timing
The zodiac was taking shape in China well before the cat was a common household animal there.
The twelve animal cycle appears in Chinese texts by the Warring States and Han periods, roughly the last few centuries BCE and the first centuries CE. The domesticated cat, the animal we keep today, spread into China later, largely through trade and the movement of Buddhism along the Silk Road. There were wildcats and leopard cats in China earlier, but they were not the tame house cat, and they were not part of the farming household the way pigs, dogs, and roosters were.
So the zodiac settled on the animals that surrounded an agricultural village: the ones you raised, herded, or feared. The house cat arrived after the list was effectively closed.
Two details that confuse people
The rabbit is not a compromise for the cat. In Chinese the fourth animal is the rabbit, and it is a rabbit, not a stand-in.
Vietnam does have a cat. The Vietnamese zodiac replaces the rabbit with the cat. This is the one well known version of the twelve animal cycle that includes a cat, and it is a local variation, not a trace of an older Chinese cat.
Do cats get any role at all
Outside the twelve animals, cats do appear in Chinese folklore and in some regional calendars, but not in the mainstream zodiac. The cat is a beloved animal in China today. It simply was not in the right place at the right time to make the list.

FAQ
Is the rat really to blame for the cat being left out?
Only in the folk story. The historical reason is timing: the twelve animal cycle was established before the house cat became common in China, so the cat was never a candidate.
Which country has a cat in its zodiac?
Vietnam. The Vietnamese zodiac uses a cat in place of the Chinese rabbit. It is the best known exception to the standard twelve animals.
Does the cat appear in the Chinese zodiac at all?
Not in the main twelve animals. Cats show up in regional folklore and some local calendars, but not in the standard cycle used across East Asia.
